
The Moroccan Capital Market Authority (AMMC) announces the appointment of new members to its Sanctions College, in accordance with the legislative and regulatory procedures in force. This appointment replaces the outgoing college whose mandates have expired.
The Minister of Economy and Finance, upon the proposal of the Superior Council of the Judiciary, has appointed Abdelilah Hanine as the new President of the Sanctions College for a term of four years.
During a board meeting on November 4, 2025, the AMMC also designated Lamya El Mernissi and Mohamed Amrani as members of the Sanctions College, each for a four-year term.
Abdelilah Hanine has held various positions within the judiciary. From 1995 to 1998, he served as a judge at the Larache Court of First Instance, followed by a role as a judge at the Tangier Commercial Court from 1998 to 2001. He later served as Vice President of the Meknes Commercial Court and was appointed as a counselor at the Commercial Chamber of the Court of Cassation from 2013 to 2019, where he presided over the third section. Most recently, he was the President of the Eighth Commission of the Criminal Chamber from 2021 to 2023 and currently presides over the third commission of the Commercial Chamber of the Court of Cassation.
Lamya El Mernissi has practiced law at the Paris Bar and joined the Figes Mernissi law firm in 1998. She became a partner in 2002 and leads the "Corporate Law and Project Financing" practice. She advises Moroccan and international financial institutions on infrastructure project financing, including energy, desalination, and industrial projects, as well as investment funds in mergers, acquisitions, and private equity operations.
Mohamed Amrani is a Finance Professor and head of the Finance Domain at Mohammed VI Polytechnic University – Africa Business School. With twenty-seven years of experience in the capital markets sector in Morocco, he served for twenty years on the board of directors of the Casablanca Stock Exchange. He is also an independent member of the actuarial steering committee of the Moroccan Retirement Fund. Amrani holds a Ph.D. in applied mathematics from the University of Lorraine in France.
On this occasion, the Moroccan Capital Market Authority wishes to pay tribute to the outgoing members of the Sanctions College. The Authority acknowledges the commitment of Hassan El Afoui (President), Abdeljalil Chraïbi (member), and Azzedine Kettani (member), thanking them for their valuable contributions to the establishment of this body and the significant added value they provided throughout their mandates.
