
Dear people,\n\nThe celebration of the Glorious Throne Day is an annual event that renews the bonds of mutual allegiance that unite us. It is also a privileged moment to once again exalt the feelings of affection and loyalty that bind us unbreakably, never ceasing to grow in intensity. We are also given the opportunity to take stock of the state of the Nation, reviewing the achievements we have made and synthesizing the projects and challenges that lie ahead. This allows us to approach the future with confidence and optimism.\n\nSince Our Accession to the Throne, We have worked towards building an advanced, united, and supportive Morocco, both through the promotion of comprehensive economic and human development and by the firm will to strengthen our country's position in the concert of emerging nations. Far from being the result of chance, the achievements accomplished by our country stem from a long-term vision and reflect the relevance of the major choices made in terms of development. They have also been favored by the climate of security and political and institutional stability enjoyed by Morocco.\n\nStarting from this solid foundation, and in accordance with the New Development Model, We have focused on consolidating the attributes of this socio-economic growth and building a competitive, more diversified, and more open economy, within a healthy and stable macroeconomic framework. Despite the succession of years of drought and the exacerbation of international crises, the national economy has maintained a significant and consistent growth rate over the past few years.\n\nMoreover, Morocco is experiencing an unprecedented industrial renewal: industrial exports, particularly those related to global industries, have more than doubled since 2014. Thanks to the strategic orientations that Morocco has set, the sectors of automotive, aeronautics, renewable energies, agri-food industries, and tourism now constitute an essential lever of our emerging economy, both in terms of investments and job creation.\n\nAs a land of investment, the emerging Morocco is unique due to the multiplicity and diversity of partners with whom it is a responsible and reliable associate. Indeed, thanks to free trade agreements, the national economy is linked to more than three billion consumers worldwide. Today, Morocco also has modern, robust infrastructures that meet global standards. To strengthen these infrastructures, We have recently launched the extension works of the High-Speed Line connecting Kénitra to Marrakech, as well as a series of large-scale projects in the fields of our country's water and food security and energy sovereignty.\n\nDear people,\n\nAs you know, no level of economic and infrastructural development can satisfy Me if it does not effectively contribute to improving the living conditions of citizens, regardless of their social background or region. From this standpoint, We have always placed particular importance on promoting human development, notably through the generalization of social protection and the provision of direct aid to eligible households.\n\nThe results of the General Population and Housing Census 2024 highlighted a set of demographic, social, and spatial transformations that must be taken into account in the formulation and implementation of public policies. For example, the level of multidimensional poverty has significantly decreased at the national level, dropping from 11.9% in 2014 to 6.8% in 2024. Furthermore, Morocco has surpassed this year the threshold of the Human Development Index (HDI), now ranking in the category of countries with "high human development." However, it is regrettable to see that some areas, especially in rural settings, still endure forms of poverty and precariousness due to the lack of basic infrastructures and equipment. This situation does not reflect Our vision of what Morocco should be today. It also does not fully measure the efforts we are making to strengthen social development and achieve spatial justice. In fact, there is no place, neither today nor tomorrow, for a Morocco advancing at two speeds.\n\nDear people,\n\nThe time has come to initiate a genuine leap in the overall upgrading of territorial spaces and in bridging social and spatial disparities. We therefore call for a shift from the classic frameworks of social development to an approach based on integrated territorial development. Our goal is that, without distinction or exclusion, and in any region, the fruits of progress and development benefit all citizens.\n\nTo this end, We have directed the government to develop a new generation of territorial development programs based on the enhancement of local specificities, the consolidation of advanced regionalization, and the principle of complementarity and solidarity among territorial entities. These programs must rely on the pooling of efforts from all actors and their articulation around clearly defined priorities and projects that generate real impacts, covering in particular: First: the promotion of employment, through the enhancement of regional economic potentials and the establishment of a favorable climate for entrepreneurship and local investment. Second: the strengthening of basic social services, particularly education and health care, in order to preserve the dignity of citizens and establish spatial justice. Third: the adoption of a proactive and sustainable management model for water resources, in light of the worsening water stress and climate change. Fourth: the launch of integrated territorial upgrading projects, in total resonance with the megaprojects underway across the country.\n\nDear people,\n\nWith less than a year until the next legislative elections, scheduled for the ordinary constitutional and legal deadline, We emphasize the necessity of preparing the General Election Code for the House of Representatives so that it can be adopted and made known to the public before the end of this year. In this regard, We have given Our High Directives to Our Minister of the Interior to ensure that the upcoming legislative election is subject to prudent preparation and that, for this purpose, political consultations are opened with various actors.\n\nDear people,\n\nOur concern to strengthen Morocco's position as an emerging country goes hand in hand with Our reiterated commitment to remain open to our regional environment and, more particularly, to our immediate neighborhood with the brotherly Algerian people. As King of Morocco, My position is clear and constant: the Algerian people are a brotherly people linked to the Moroccan people by centuries-old human and historical ties, particularly through language, religion, geography, and a common destiny. For all these reasons, I have constantly extended a hand towards our Brothers in Algeria. I have also expressed Morocco's willingness for a frank and responsible dialogue; a fraternal and sincere dialogue addressing the various outstanding issues between the two countries. Our unwavering commitment to the policy of extending a hand towards our Brothers in Algeria stems from the deep conviction we hold regarding the unity of our peoples and our shared capacity to overcome this regrettable situation. We also reaffirm our commitment to the Union of the Maghreb, of which we are convinced cannot be achieved without the joint involvement of Morocco and Algeria, alongside other brotherly states.\n\nOn the other hand, We are proud of the growing international support for the Autonomy Proposal, considered the only and unique solution to the conflict surrounding the Moroccan Sahara. In this regard, We express Our gratitude and appreciation to the friendly United Kingdom and the Portuguese Republic for their constructive positions supporting the Autonomy Proposal, within the framework of Morocco's sovereignty over its Sahara, and reinforcing those of many countries around the world. These favorable positions for justice and legitimacy inspire us with honor and pride. They further motivate us to seek a consensual solution that saves face for all parties, where there will be neither winner nor loser.\n\nDear people,\n\nThe commemoration of the Glorious Throne Day is an opportunity for Us to pay special tribute to Our Royal Armed Forces, the Royal Gendarmerie, the Territorial Administration, the National Security, the Auxiliary Forces, and the Civil Protection, all components combined, for their dedication and constant mobilization, under Our command, to defend national unity and preserve the security and stability of the country. In this regard, We recall with deep emotion the memory of the valiant martyrs of the Nation, foremost among them Our August Grandfather, the late His Majesty King Mohammed V, and Our Illustrious Father, the late His Majesty King Hassan II, may God have them in His holy mercy.\n\nIn conclusion, there is nothing better than this verse from the Holy Quran: "Let them worship the one Lord of this House who has fed them against hunger and secured them against fear."
