PLF 2026: Nadia Fettah Details Four Priorities for an Emerging Morocco
During the presentation of the PLF 2026, Minister Nadia Fettah emphasized the government's commitment to implementing the "Emerging Morocco" project. This initiative aims to achieve national development that combines social justice with integrated territorial development, benefiting the entire population equally. The PLF 2026 is built on four major priorities: consolidating economic achievements to strengthen Morocco's position among emerging nations, launching a new generation of integrated territorial development programs, continuing to reinforce the pillars of the social state and major structural reforms, and maintaining public finance balance. To support these goals, the project aims to accelerate the implementation of structural projects and sectoral strategies, mobilizing a public investment envelope of approximately 380 billion dirhams (MMDH). The government plans to direct this investment towards financing priority infrastructure projects that promote territorial development through an integrated spatial approach. Particular emphasis will be placed on accelerating the execution of transport and logistics infrastructure projects. This includes expediting airport expansions, developing the national airline fleet, completing railway projects, extending the highway network, and finishing the Nador West Med port, along with accelerating the Dakhla Atlantic port project. Simultaneously, the government will continue measures to ensure access to drinking water in areas facing water shortages. Special attention will be given to accelerating the implementation of sectoral strategies in agriculture, industry, tourism, crafts, social economy, digital technology, and the transition to green energy. To further stimulate private investment, Minister Fettah highlighted the government's commitment to continuing the application of the Investment Charter, improving the business climate, strengthening the role of the Mohammed VI Investment Fund, reforming the financial sector, and supporting high-value projects that generate jobs, particularly for youth. Additionally, the PLF 2026 plans to launch a new generation of integrated territorial development programs, reinforcing advanced regionalization as a strategic choice for the Kingdom. This aims to ensure a tangible impact of public investments on job creation and improving citizens' living conditions. A particular focus will be on deploying the National Integrated Development Program for Emerging Rural Centers, targeting 36 pilot centers with a total budget of 2.8 MMDH. In this context, Minister Fettah stated that 2026 will see an increased budgetary effort for health and national education sectors, reaching a total of 140 MMDH, an increase of 21 MMDH compared to 2025, along with the creation of over 27,000 budgetary positions in these sectors. In the health sector, the government will continue to address existing deficits by improving healthcare infrastructure. This includes commissioning the University Hospital Centers in Agadir and Laâyoune, completing the construction and equipping of the Ibn Sina University Hospital in Rabat, and continuing construction of University Hospitals in Béni Mellal, Guelmim, and Errachidia. Efforts will also focus on enhancing human resources in the health sector and strengthening governance within the health system. Regarding educational reform, the government plans to accelerate the expansion of preschool education, improve training quality through the expansion of pioneering schools, and continue the operationalization of comprehensive educational reform in Moroccan universities. Furthermore, the government will continue to strengthen the pillars of the social state through the generalization of Mandatory Health Insurance (AMO), covering contributions for nearly 11 million citizens from underprivileged categories, amounting to 10.5 MMDH in 2026. On the social action front, the government will ensure continuity in efforts to support purchasing power and stabilize prices of basic goods by allocating 14 MMDH. This includes enhancing housing supply and ensuring decent living conditions for families, particularly through direct aid programs for primary housing acquisition, benefiting over 68,000 families by mid-October 2025, with total aid exceeding 5.6 MMDH. Lastly, Minister Fettah noted that the PLF 2026 prioritizes improving the efficiency of public investment and strengthening the convergence and territorialization of public policies to maintain public finance balance. In this regard, she highlighted that reforming the organic law related to the finance law is a major project the government intends to implement, representing a profound transformation of the governance model for public policies, focused on accountability and achieving results. This reform aims to achieve three main objectives: improving the effectiveness of public policies, enhancing the sustainability of public finances, and consolidating the role of Parliament, particularly by intensifying its involvement in the preparation and execution of finance laws.
