Marsa Maroc–CMA CGM: The Joint Venture File Arrives at the Competition Council
The procedure, conducted in accordance with Article 13 of Law 104-12 on price freedom and competition, marks the start of the regulatory review by the Competition Council. A non-confidential summary of the operation has been made available to the public, as per the provisions of Decree 2-14-652. The joint venture will bring together Marsa Maroc, a national port operator listed on the Casablanca Stock Exchange, and CMA Terminals SAS, a subsidiary of the CMA CGM group. Its mission is to develop, equip, operate, and maintain the West Container Terminal at the Nador West Med port. This terminal is expected to become a strategic hub for container traffic in the Mediterranean basin and a major lever for the logistical development of northern Morocco. In accordance with regulations, the Competition Council has opened a ten-day period from the publication of the summary—until November 24, 2025—for interested third parties to submit any observations. However, the Council clarifies that this publication does not imply the completeness of the file or the final decision regarding the compatibility of the operation with competition rules.
